What are the HESARs?

The Haiti Emergency Spendinga Allocation Requests (HESARs) were approved by FOMIN’s Donors Committee on January 22nd 2010 as a US$3 million line to help its partners and executing agencies in Haiti to resume operations and provide access to economic opportunity in the country over a period of 12 months after the emergency.

Why were the HESARs needed?

On January 12th 2010, an earthquake devastated Haiti causing a 300,000 death toll and affecting over 3 million Haitians.  In figures the impact of the earthquake has been estimated at:

  • US$8 Billion in estimated damages
  • US$14 Billion needed in infrastructure to rebuild Haiti’s homes, schools, roads and other transport and communication infrastructure
  • Over one in five jobs lost
  • 250,000 residences and 300,000 commercial buildings collapsed
  • 250,000 - 300,000 people dead or missing
  • 300,000 injured and 1,000,000 homeless

The scope of the damage demanded an expedited, coordinated and transparent response from the donor community. FOMIN, as the largest technical assistance provider in Latin America and the Caribbean, was set to give the example. In Haiti since 1995, FOMIN has approved projects in the amount of US$21 million, mobilized as counterpart funding an additional US$10 million and worked with over 40 partners and executing agencies. It response to the earthquake, FOMIN has developed an agenda to assess the needs of its partners in Haiti and the most effective way to start allocating emergency resources.

HESARs key components

The HESARs were conceived as a mechanism to rapidly address the most pressing needs of FOMIN partners in Haiti. They primarily finance the following activities:

  • Carry out rapid assessments of FOMIN partners and executing agencies 
  • Provide technical assistance consultancies
  • Fund logistics and communications infrastructure
  • Other needs to resume operations: information systems, generators and transportation  

These activites are divided into 5 key categories: 

In Real Estate:     

  • Temporary rent (headquarters and satellite offices)     

Office infrastructure:    

  • Shelters, furniture, office supplies, appliances, information and communications technology

Transportation Logistics:    

  • Vehicles (motorcycles, cars and trucks)    
  • Machinery and industrial equipment        

Services:    

  • Internet services (installation fees, internet service provider fees)    
  • Engineering services    
  • Loss and recovery assessment services    
  • Renovation and general contractor services    
  • Counseling services

Travel    

  • Staff travel (transportation fee, lodging)
