The overall objective of the project is to improve the business environment for the development of private economic activities by contributing to the creation of a climate of confidence, transparency, efficiency and security in the resolution of commercial disputes. The specific objective is to establish within the CCIH, an operational and sustainable Center to provide ADR services. The project has three components: (i) establishment of an ADR Center; (ii) a training program; and (iii) an awareness and dissemination strategy.

The beneficiaries of the project are: i) the CCIH that will be able to offer new ADR services through the ADR Center; ii) 20 professionals who received training to become conciliators; and iii) two universities: Notre Dame, a private university, and the State University, both received support to integrate ADR in their curricula.
The HESAR to CCIH will help the institution set up its new and temporary office and make the ADR center operational again.

This project is very important for the Haitian private sector and the Government. By contributing to improve the business climate, it will help placing Haiti in a better ranking in the “Doing business of the World Bank” and then will aid the country to attract more investors. CCIH is the oldest and the most influential chamber of commerce in Haiti. This local organization operates through its office located in downtown Port-au-Prince. This office was severely affected and is no longer functional. Right after it was looted; most of the computer equipments were stolen. No thorough assessment has been conducted yet regarding the situation of CCIH and its members which are big enterprises like Brasserie La Courronne, Famosa, Ciment d’Haiti, Les Moulins d’Haiti, Tropic SA. Nevertheless, quick evaluation visits have been conducted. DIGICEL accepted to host temporarily CCIH and the ADR center (CCAH). However, CCIH needs to reestablish itself, its headquarters and bring back its administrative infrastructures (computers, files, etc).
