In Haiti, the informal sector provides employment for an estimated 70% of the population. The formalization of MSEs is critical to ensure Haiti’s economic development and for the establishment of a strong market economy. To accomplish this goal some important constraints need to be addressed: (i) lack of organization of the informal sector; (ii) need to enhance the awareness about the advantages of becoming formal enterprise; (iii) absence of training for the informal MSEs on basic management, as well as on trade, security management; (iv) inadequate access to appropriate financing channels; and (v) inexistence of mechanisms to provide information about business opportunities for MSMEs. FHAPME was created in March 2008 to address these issues. Its mission is to contribute to socio-economic development in Haiti by promoting MSME development. In order to achieve this mission the Federation solicited FOMIN support. The overall objective of the project is to contribute to the modernization of the Haitian economy by improving MSMEs access to the formal economy and creating innovative business relationships between them. The specific objective is to put into place a system to strengthen MSEs and bring them into the formal sector.

The beneficiaries of the program are: FHAPME that will be reinforced and 1,000 Micro and Small Entrepreneurs (MSE) of the association’s members of FHAPME who will receive training and technical assistance.
Taking into account of the financial weakness of this young organization, FOMIN support is critical to help it back to normal operation in order that it can continue supporting the 43,000 Micro and small entrepreneurs of its 53 associations’ members, start the implementation of the project and continue to promote MSME development in Haiti

FHAPME is an important partner that reaches a large number of MSMEs (43,000) that can receive support from it, and is a unique learning opportunity as it has vast knowledge about the informal sector. It is a poor-oriented and leading organization of the informal MSE sector. It is operating in the West department that has been most affected by the earthquake. In addition to represent the informal sector, it is in the process of providing Business Development Services that are critical for it. Its operations have been very affected by the earthquake. The organization has not been able to locate its accountant and its receptionist. Assessment visits revealed that most of the public market infrastructures where they operated are destroyed (Port-au-Prince, Carrefour-feuilles, Delmas, Leogane, Gressier, and Petit-Goave), making it very difficult for the entrepreneurs to go back to normal operation. Therefore, in addition to the administrative infrastructure to be replaced, FHAPME is planning to acquire big tents from China that can be used as facilities by the vendors to sell their products.
